Configure optional operator persistence and endpoints.
Control Plane
An optional SQLite or Postgres metadata store for operator login and explicitly enabled audit/job records. It is separate from vector and RAG data.

Migrations run when the server starts with control DB enabled. See `docs/CONTROL_DB.md` in the Docpipe repository for database and persistence details.
